About CIRC

The Centre for International Relations and Community Well-being (CIRC) is a national organization registered in 2007 in the Millennium City of Gurgaon. A number of senior Indian diplomats including former Ambassadors, defense services officers including former Service Chiefs, retired members of the Central Government Cadres including IAS, academics and professionals, both retired and in active service, have joined together to give to the country this Institution. The Centre has the strength of about 200 members.

Former Prime Minister of India, late Shri IK Gujral was one of this Centre’s founding members and its Chief Patron. After his demise, Hon`ble Dr. Karan Singh, Member of Parliament (Rajya Sabha), a leading authority on international affairs and a leading figure in India’s political, cultural and aca-demic space is now in former Prime Minister’s place as the Centre’s Chief Patron. Ambassador Lakhan Mehrotra, formerly Secretary, Ministry of External Affairs and Prime Minister’s Special Envoy as well as United Nation`s Secretary General’s Personal Envoy in Cambodia and Indonesia is the Founder President of the Centre.

CIRC’s Functions:
CIRC is thus a unique institution with two distinct arms: International Affairs and Humanitarian Activity. Its twin functions are:

The International Affairs Arm:
In the domain of international affairs, the Centre has organized deliberations on crucial subjects within its set goals and addresses by distinguished authorities such as on: There are three to four such programmes every year. Each programme is followed by lunch. Its life membership has a nominal fee of Rs. 5000/- and in addition, there is an annual charge of Rs. 3000/-

Inder Kumar Gujral (4 December 1919 – 30 November 2012) was an Indian politician who served as the 12th Prime Minister of India from April 1997 to March 1998. Gujral was the third PM to be from the Rajya Sabha, the first being Indira Gandhi (January 1966 - March 1977) and the second H. D. Deve Gowda (June 1996 - April 1997) and followed by Manmohan Singh (May 2004 - May 2014).

Dr. Karan Singh

Former Member of Parliament



Karan Singh (born 9 March 1931) is an Indian politician, philanthropist and poet. He was a member of India's Upper House of Parliament, the Rajya Sabha representing the National Capital Territory of Delhi. He is a senior member of the Indian National Congress Party who served successively as President (Sadr-i-Riyasat) and Governor of Jammu and Kashmir. Singh is the son of the last ruler of the erstwhile princely state of Jammu and Kashmir, Maharaja Hari Singh.

Former Governor of Bihar, West Bengal and Haryana



Akhlaq Ur Rehman Kidwai (1 July 1920 – 24 August 2016) was an Indian chemist and politician. He served as governor of the states of Bihar, West Bengal, and Haryana. He was a member of the Rajya Sabha, the upper house of the Indian parliament, from 2000 to 2004. He was awarded the Padma Vibhushan, India's second highest civilian award.

Ambassador Mehrotra joined the Indian Foreign Service in 1958. Inter alia, he served as Liaison Officer with His Holiness The Dalia Lama at Dharamshala, Consul General in San Francisco, USA, and Head of Mission in various countries including China, former Soviet Union, former Yugoslavia, Argentina, Mexico and Cuba as also High Commissioner in Sri Lanka
