The Centre for International Relations and Community Well-being (CIRC) is a national organization registered in 2007 in
the Millennium City of Gurgaon. A number of senior Indian diplomats including former Ambassadors, defense services officers including
former Service Chiefs, retired members of the Central Government Cadres including IAS, academics and professionals, both retired and
in active service, have joined together to give to the country this Institution. The Centre has the strength of about 200 members.
Former Prime Minister of India, late Shri IK Gujral was one of this Centre’s founding members and its Chief Patron. After his demise,
Hon`ble Dr. Karan Singh, Member of Parliament (Rajya Sabha), a leading authority on international affairs and a leading figure in
India’s political, cultural and aca-demic space is now in former Prime Minister’s place as the Centre’s Chief Patron. Ambassador
Lakhan Mehrotra, formerly Secretary, Ministry of External Affairs and Prime Minister’s Special Envoy as well as United Nation`s
Secretary General’s Personal Envoy in Cambodia and Indonesia is the Founder President of the Centre.
CIRC’s Functions:
CIRC is thus a unique institution with two distinct arms: International Affairs and Humanitarian Activity. Its twin functions are:

To carry out dialogue and discussion on politico-strategic, economic and developmental issues of interest to India on the
international plane, keep its members and the people at large abreast of international relations, organize addresses on
them by the best authorities on the subject and to share its findings with the Government of India in the form of policy
guide lines.

Even more importantly, to undertake humanitarian activities and render community service spe-cially in the fields of
education and health with specific attention to the needs of the poor and the handicapped.

There are three to four such programmes every year. Each programme is followed by lunch. Its life
membership has a nominal fee of Rs. 5000/- and in addition, there is an annual charge of Rs. 3000/-
Humanitarian Arm: A few symptomatic examples are given below:

Immunization program for orphan girls from poor families covering all the necessary im-munization and
vaccination for two years for their future well-being in an orphanage in Delhi.

An Eye-Camp in Gurgaon from which a number of students coming from poorer sections of the society benefited.

A free health check-up camp in Gurgaon for students belonging to weaker sections of the society.

Another Health Awareness programme for senior citizens in collaboration with the National Institute of Social
Welfare under the aegis of the Union Ministry of Justice and Social Em-powerment in which medical experts advised them
on all aspects of their health care.

Financial support for an open heart surgery with VSD Closure of an infant girl, Manvi, daughter of poor parents of
Delhi. This was done at the Fortis Escorts Heart Institute, New Delhi successfully saving the child`s life.

Urgent help provided through Dr. V. Mohini Giri (daughter-in-law of late Shri V.V.Giri, President of India,
in consultation with the Department of Public Information and Economic & Social Council of the United Nations to help
the needy people of J & K in the aftermath of the huge floods in that State in September, 2014.

A gender sensitivity awareness programme in the light of the `Nirbhaya Episode` by staging `Nukad Natak` at more than
ten places including villages like Mullahera, Dundahera, and Chakkarpur etc. on themes related to the safety and security
of women, especially young girls.

A two-day seminar on “Creating and Sensitizing Social Awareness” at the Fairfield Institute of Management & Technology
(FIMT) at Kapashera, New Delhi on 31st March and 1st April, 2017 in association with the Society for Upliftment of Urban
and Rural Health and Education (SUURHAE) followed by a free health check-up and blood donation camps.

A five-week camp starting from 18th December 2017 to 25th January, 2018 in the Govt. Co-Education Senior Secondary School
in Bandhwari Village near Gurgaon with focus on the health and education of adolescents in order to train its 650 children
in preventive measures in the fields of health, hygiene, sanitation, immunization etc. amply in advance.

Material and Financial support to the Earth Saviours Foundation, an internationally recog-nized NGO located in the
vicinity of the Bandhwari School with over 400 handicapped in-mates, orphans and others with no support base.

A five-month project on health, hygiene and skill development etc. is presently in hand. The project was inaugurated
on 14th November, 2018 at Bandhwari village, Gurgaon-Faridabad Road, Gurgaon. A free medical health check-up camp was
organized at the vil-lage on 9th December, 2018. The other sessions on various topics concerning health, hy-giene,
education and skill development would be held on 31st January, 23rd February and 24th March, 2019. The project is
likely to benefit over 8000 population of the village.

In sports side, the Centre has already organized following four Golf Tournaments for its members and special invitees
including foreign Ambassadors, High Commissioners and senior diplomats based in New Delhi, on sponsorship basis :

As a part of the CIRC Foundation Day celebrations, the first golf tournament was organized on 8th March, 2014
at the CRPF Sports Club, Kadarpur, Gurgaon where 32 members of CIRC and some special guests participated.

The second golf tournament was organized on 14th March, 2015 again at the CRPF Sports Club, Kadarpur, Gurgaon
where 24 members of CIRC participated. This was mainly spon-sored by Artemis hospitals, Gurgaon and M/s Jaguar
Overseas Limited, New Delhi.

The third annual golf tournament was organized at the Golden Greens Golf Club and Re-sorts, Sector 79, Gurgaon
on 15th March, 2017 when 30 golfers including the Ambassador of Bhutan and Vietnam and High Commissioner of Brunei
and other senior diplomats par-ticipated.

The fourth golf tournament was organized on 27th March, 2018 at the prestigious Delhi Golf Club, New Delhi.
28 golfers including Ambassadors of Bhutan and Spain and High Com-missioner of Brunei and Deputy Chief of
Missions of Bhutan and Malaysia participated. Mr. Raj Bhargava, President of Delhi Golf Club inaugurated the
tournament.
